Fire/EMS ADAM: Projects
Projects using ADAM
With ADAM, the emergency manager has a decision support tool which acts
as an on-call consulting service. It generates easy-to-read,
data-supported maps to implement the following projects:
- Fire and EMS apparatus deployment
- Optimal coverage and performance planning
- Accreditation & standards of cover analysis
- Budget defense
- New station siting
- Station addition and relocation
- Deployment changes to reflect planned annexation and freeway
extension
- Analysis of multiple capability options for improved response
- Analysis of response performance in slow speeds
- Analysis of the frequency units do not respond within first units
- Verification of the performance against different time targets
- Modeling of cross-staffed units
- Impact of consolidation issues
- Plans for staffing changes
- Contingency planning
- Analysis of hazardous areas and their impact on performance analysis
- Plans for major disasters and Homeland Security issues
Optimal coverage and performance planning
ADAM can be used to evaluate the optimal coverage and performance
factors given the service area’s workloads. With the simple drag of a
mouse, the user can add or relocate stations and apparatus to obtain the
most optimal performance.
Accreditation and standards of cover analysis
ADAM allows for the relocation of assets and resources in order to
analyze a department’s standards of cover. By generating comparative
scenarios before and after a change in deployment, one can intuitively
assess the standards and propose the required changes.
Budget Defense
ADAM can examine the impact of proposed or forced budget cuts by
presenting data-backed scenarios/maps showing these changes on response
performance. The easy-to-understand, color-coded maps provide insights
into areas where coverage has been compromised.
Departments can adapt to budget cuts with a wide range of tactical
changes. ADAM provides hard evidence to show the impact of implementing
such measures by:
- Exploring alternate staffing mechanism
- Exploring alternate revenue sources
- Exploring alternate deployment options
- Evaluating department policy changes
- Exploring the possibilities in introducing shift-based deployment
schemes
- Exploring Career Vs. Volunteer staffing options
Homeland Security
Homeland defense requires the optimal utilization of resources for
catastrophic incidents. ADAM can help a department to meet this
objective by identifying in advance areas of high risk and high workload
demand and by preparing the department with effective strategies for
deploying its resources. With ADAM, the department can test scenarios
which incorporate such variables as workload, risk, apparatus, incident
type, schools, or hospital districts and assist with the preparation and
testing of effective deployment plans.
